Even where the pay scale is open to scrutiny - as it is in organisations such as the Civil Service there can be a tendency to promote and reward men in suits and to recognise the value of the mainly male technical specialist before women are accepted in similar roles. It is not often appreciated that the 'softer' business and system skills set often delivers equal and essential value to the organisation.
At senior level management skills can be held to differ from the technical set -so senior policy role can be filled by generalist managers who then rely upon the IT skill set beneath them to support their decision making.
Who wants to support a stuffed shirt in a suit, be undervalued and assumed to need no real career proospects?
