this article is aimed at managers(senior) in IT and not the techie. given that most companies want to offshore every job except the bosses. look up the article on here about skill shortage and training. being down this road before. most company recruiters don't actually know what they want or need. wonderful way to set out your CV, if only the decision makers could read it properly and know what to do with it!
