You cannot generalise I know many techies how don't have the skills but I also know many who have! You should ensure that all your potential senior level managers have a broad practical experience of the business. Many non technical CIOs certainly don't have the "ability to leverage technology for competitive advantage - to innovate", and neither do most Board members.
As for heads of IT recruitments companies the less said the better!
