I belive the ID database project is set up to fail. A successful IT project has to start with a clear definition of the probem to be solved, followed by a clear definition of how the proposed system is a good solution to that problem. Both of these are missing from the ID project. The project is thus unfocused.
Add to that the number of 'consultancies' on the project. You must always remeber that a consultant works for the benefit of his employer, not yours. You will never find a consultant recommending that you adopt a simpler solution that involves giving his employer less money. Always the solution is more complex, costing more, and requiring the exclusive skills offered by his employer. On a badly focussed project the opportunities to add unnecessary complexity, to 'lose the plot', are legion.
