Who writes this nonsense? This article confuses supply of IT skills with demand for IT skills.
Either a) there are (suddenly and inexplicably) more people with the necessary IT skills filling vacancies causing fewer vacancies, or there is less demand for people with IT skills, causing fewer vacancies.
Is it a seasonal lul?
Probably.
Is it cyclic lul?
Very probably.
Is the "IT skills crisis" over?
Yes, depending on whether you mean "over" as in "resolved", or "over" as in "Game Over"?
