You won't get staff with Web 2.0 and associated skills as well as knowledge of the business, and the understanding of business needs -
Unless you train them, and
then you retain them.
And training of in-house staff is something that the majority of the employers just have not bothered to do.
Oh! yes, and while employing organisations were cutting out training for their staff, costing of an individual project against staff training showed that outsourcing was cheaper for the project.
IR35 stopped me working as a contractor except on legacy systems because paying for 'Update courses' at £5K~10K per week out of my net pay was not feasible unless I had an immediate, and ongoing use for the skills.
And the contract market is much about hiring in those with the skills needed for a project that is already late, and cannot? wait for staff training and skills acquisition, so a delay while I acquired the skills needed for the project would be unacceptable.
