ANPR is alright as a "tool" but unless there is a police officer there to use it and to arrest detected offenders, what good will it be. It cannot arrest people, it cannot operate without the human element to take note of its results. No, this is only half the problem resolved, more staff are needed if it is to be as successful as it could be.
