I agree whole heartedly. I had the unfortunate expererience of a border guard not 'believing' my passport at a very remote Vietnamese border crossing. The main reason was that in the passport photo i was wearing glasses. I had laser surgery since the passport was issued and the guard couldnt understand why i couldnt show him my glasses or contact lenses. Standardise photos whould help out in that situation.
