Have another read - £174m is only the first three years savings. You are also forgetting that the annual operating costs of the existing systems might easily be £400m without the savings! Also Treasury rules disallow all sorts of investment appraisal benefits with the presumably uninteneded consequences that the public sector is always using outdated equipment and facilities and thus has lower producitivity than a properly run organisation should.
