Start by waking up the Data Protection Registrar -
Perhaps if holders of personal, and other information were fined upsetting (to them) amounts for failing to keep data accurate and properly secured, then more attention would be paid to those activities.
A couple of senior civil servants and PLC MD's having to personally pay large fines as well as going to prison for 3 months (That's a 15 month, or 3 year sentence? ) would wake up Government and the Senior management of 'large financials' to THEIR need to look after our data.
Then - make 'Management' legally liable for any problems created, or allowed to exist within their organisations.
Their legal getout clause being the ability to show that they had not been told of the problem, and that conformance to published documentation of company policy provided to all employees, would have either stopped the problem occuring, or ensured they were informed of the problem.
In that case it's the most senior manager who knew but didn't tell, or should have known, and cannot show they were not at fault, who gets to pay the price.
Then: wait for any senior Microsoft Management and controlling shareholders to visit..
A Hole on Windows security .. Recompense all costs to each licence holder who paid for the software and was attacked via that hole
That should address the software piracy problem as well.
And a bank sending its customers emails containing links to login requests - is liable as they are emulating Phishers.
