Presumably, this means that the people who ensured that every postal vote in the last election was cast by the person entitled to do so are now providing a cast-iron method of identifying people. You know, the same people who have managed to eliominate benefit fraud and know exactly who is coming into the country and who is leaving.
I expect they'll get that superintellect Prescott to run the project!
