Perhaps Paul Goggins should ask why the police are not making better use of the powers the government have given them, or, perhaps as Under? Secretary of State for Policing, Paul Goggins should jump up and down on those responsible for the ineffective/inefficient use of the funds and manpower available from our taxes.
maybe he could get the 'Government' to pass an act that would make the ISP's very interested in dealing with spam and phishing - that is surely something that comes within the responsibility and authority of the ISP's and probably the wishes of most of the ISP clients, while not requiring the ISp's to actively and individually monitor sites visited and the content accessed by each of their customers.
So, Paul, how about it - get the police and courts to do their job effectively, and have parliment make the ISP's look after their customers
