Doesn't this show the reviews ARE working? They are highlighting projects that are going awry. If everything was green, wouldn't you be a little bit suspicious that the bar was set too low?
Does the private sector have anything similar? ...I'd be happy to bet the public sector succses rate is comparable with the private sector.
