This is yet another example of the complete inability of business as well as government to understand IT. All large projects will have "substantial" difficulties but some get done despite them. The many which fail or are miles late and disastrously expensive are the fault of poor management, often because of a lack of customer understanding and therefore unrealistic expectations. I read somewhere recently that customers were beginning to realise it that they are part of the problem. Hell will freeze over before thye do this. It's an ego thing.
