How exactly would CCTV deter a suicide bomber?
Or are we supposed to believe their biggest fear someone will know who they are? No-one can seriously suggest that the faces of all potential suicide bombers are known, nor that if they were then there is the manpower to intervene if any one of them is spotted anywhere at any time.
All Charles Clarke is saying is: "We don't know what to do, so let's look busy." Another philosophy not worth dying for.
