Technology is not the problem here, it's the willingness of councils to bother chasing people. When I moved into my flat there were outstanding council tax payments from the previous owner of almost £1,000. I had all of his details, even his mobile phone number, but they couldn't be bothered to chase it up and said they would just write it off. Presumably, this is why my council tax then increased the next year... By the way, the council was London Borough of Brent.
