It would not be a breach of the DPA if personal data collected for the purpose of administering say a council tax was used for the declared purpose - the collection of that tax. Forms requesting personal data must state that data may be passed onto say a collection agency if this were a third party.
There may be a matter of obtaining the correct consent - and identifying the legitimate use of data, say conditions for matching data but in general if the purpose is legitimate and identified then the data can be used for the declared purpose.
