Steve Linford (Spamhaus) may criticise the SPAM legislation in the UK, but he can't say that he hasn't had plenty of access to the ears of the legislators. I know that I gave verbal evidence to a committee of MP's (APIG) just before he spoke. His opening words were to slate the idea of email tax (a penny per message) as a way of stopping spammers.
The current methods of suppressing SPAM are retroactive. Many people make a good living from dealing with the effects rather than counteracting the causes. Until that changes SPAM will continue.
