I think councils rather overestimate the number of PC's in use in households and I am therefore not surprised that little contact is made by e-mail, etc.

Even in those houses where a link exists, it does not necessarily follow that the householder - the person most likely to make contact with the council - will be able or willing to use an e-link.

Personally I prefer a duplex conversation. E-mails are simply a letter which is a very dated form of communication.
