In the push to meet various deadlines on e-GOV determined by Sir Peter Gershon's efficiency benchmark's a number of Councils have decided to meet this superficially.
I have tested a large number of websites and found that they have implemented forms on the website that clearly badly designed, have inappropriate input checks in place or simply do not work.
This allows the council to claim they are now e-enabled, while they know they are for from this.
And then there are the accessibility standards, poor understanding of web services and SOA architectures and misuse of consultants.
It comes down to management and project management, but while they are familiar with the bureaucratic Prince2, few know more general PM concepts and practices such a PERT and Gantt, or even lighter-weight methodologies.
