One problem here is the formal tendering process required, not just by LA procurement practice, but by regulations and statute.

The costs of preparing a competitive tender can be very high. A small firm may not have the resources, or, if they do, may be unable to risk so much money with a relatively low chance of success.

Facilitating smaller firms to join G-Cat might help in this respect.
