OK, here's where the rubber hits the road. Why is it that when a big tech company sues another big tech company for intellectual property rights breaches, everyone just says 'Oh yeah, that's fair business.' As soon as it's a government research organisation, they aren't allowed to protect their investments. It's not like CSIRO bought the patent, they went through the proper channels 10 years ago, and now they are asking for what's rightfully theirs.
