The answer is no!
CSIRO is a research organisation. It is a not for profit organisation. It receives about 65% funding from the Australian Government but relies heavily on funding from private enterprse and donations/sponsorship to research, experiment and invent solutions to problems that exist now and possibly in the future. They try and fix everthying from pests, crop improvements, to mechanical and technology issues. With all the money the and effort they invest most money is spent with the results going to help the Autralian private sector ,farmers and industry with little return if any to the CSIRO. Every now and then they invent something which is of enormous commercial value. Instead of giving it away to those that can afford to pay they may get the chance to get a return on their efforts to invest in more research.
