ok so lets assume Microsoft comply and stump up the cash

this gets paid to whom ?

the injured parties ?, those who have suffered due to Microsofts attempts to lock them out of the market

or does it go into some EC coffer and do our contributions come down as a result ?

is it given to charities perhaps ?

what happens to the money once it is paid over ?
