A national cyber crime unit is most definitely required. No matter how good general law enforcement is there will be a delay in handing over a cyber crime and by the time it becomes evident that this is required all remaining traces may lead to an unattended ip address with significant public usage. A crack cyber crime unit with a fast deployment on and off line team would definitely assist graetly in data protection for the masses.
