Unfortunately this is so true, as a web manager (part of marketing) I've often been told of campaigns the day before the mailer goes out. Why? when people engage an external print agency months in advance do they not think to engage their own web team at the same time..!! It's a hard slog.. but it's up to the web team to educate marketing...
Personally I don't think IT should be in charge of the web... only the platform... you need a specific web manager sat in marketing to manage such issues as domain names, online marketing, lead generation and management and to act as translator between IT and Marketing..
