The number of CIOs that can make it to the main board, leave alone CEO are always going to be VERY few.
A good CIO is cautious and needs to see things proved. Hunches can work but are expensive. If a hunch goes wrong - you are dead meat.
If a CEO backs a hunch and it fails - he is being brave and inovative and all that!
Lastly, and obviously, the main board do not understand technology and do not want to believe that we are anything more than servants. One day they may actually understood just how much the biz relies upon technology and not their 'acumen' but not any day soon.
