If they're worried about costs, then scrap the 20 billion or so marked for ID cards.
These things are a waste of time and won't do anything useful against terrorism. Then take the money and do something more useful with it, though preferably not just another propaganda campaign designed to scare people into accepting crap and unneccessarily intrusive legislation.
