It does not shock me at all that 76% of CIOs do not see themselves as influencers in business decisions. I am sure that the same would be true here in Canada.
I would attribute this to three major reasons.
1) With the move to outsourcing the CIO has very little control over the applications that are running in the organization. So they end up managing the relationship.
2) The business continues to view the I.T. as a necessary evil and not as a strategic tool.
3) Many of the CIOs that are employeed here in Canada have come from a finance background not from an I.T. one.
With this working against them it is no wonder they are not brought into the strategy discussions.
