Since time immemorial every trade and profession has developed its own jargon. It allows people in that line of business to discuss otherwise complex technical concepts in a sort of verbal shorthand.

In all cases it's important to remember to switch back to plain English when talking to people who do not share the same field of experience.

It's not specifically an IT problem. It happens in all walks of life - engineering, medical, farming, emergency services, railways, whatever.
