Inherited projects can be a problem if they have been previously poorly managed or the cost/benefits have been wrongly assessed.
However there is nothing to prevent a project review being undertaken during the life of project.
If the project is going wrong it is far better to deal with the problem in a timely fashion rather than hope the problem will go away.
I have quite often found when taking over a project the first thing to do is to remove the incumbent project manager. Quite often they are relieved when this has taken place. It is also the ideal time to go to the governing board of the organisation and say that the project should be stopped or changes made.
