Whilst I agree with your frustration I have to say that SLA's do represent the lowest common denominator but despite the window dressing most organisations view IT as a commodity item and thus what the minimum cost and as a consequence the lowest service.
Whilst its commendable to move towards risk reward I believe few organisations will go for that sadly.
