Get a Life - all that this indicates is that the Middle and Upper Management at the DVLA are useless. In any 'managed' organisation as soon as a middle manager became aware of the problem - and don't tell me they didn't know - they would jump on the sender - take them into a room with just the two of them, threaten them with hell fire, and let them go. To let the situation get as far as including the HR dept and dismissals is disgusting. Sack the Managers not the workers who were 'allowed' to send these e-mails by the weak management culture.
