It would be very interesting to know how much of this damage is self-inflicted (by employees of the SME's). Some of your recent articles have highlighted the issues of cyber loafing, purchasing fake software etc etc....all asking for trouble.
If it is true that 94% of companies have an email policy, we must conclude that policies are either not very good or are not being rigorously applied. Maybe its time to ask managers to take responsibility and track what is happening on their networks. There are tools such as Mailmeter which would allow monitoring to take place, followed by some factual discussion. You are right to highlight the risk...surely sensible business managers should be taking actions to guard against it
