Interesting type of 'blackmail' here. I would expect a number of Government Bank of England interventions if they thought that thousands of people would be paid late and in cash. Orders in Council preventing the switch off of the existing system for one. Bank of England warning that they would be unwilling to provide the amounts of physical cash required etc. Chaos if hugh numbers of Direct Debits bounced and the system was once again viewed with even more distrust than it has been over the years by the general public - banks forced to refund thousand of individual fees, think of the work load and stress their staff would be put under.
BACS and the Banks need to shepheard the smaller eployers through this change - it will save them money and goodwill in the long run.
