SME's take a bashing from software vendors (even font foundry's) when their license terms are breached...
No MD would condone staff stealing cars to carry out company business.
Ah but cars are difficult to steal and there aren't free copies of Vectra's available in pub car parks.
Of course vendors are going to protect their Intellectual Property.
SME's often don't have the time and resource to manage issues like SAM, RSI, Ergonomic work environments, Productivity maximisation etc etc yet are expecte to comply alongside corporates who have.
